General exemption regarding licensing and medical requirements for Commercial Pilot Licenses
Covid19 – outbreak: Extension of validity periods for licences, ratings, certificates and attestations of aircrew, instructors, examiners and air traffic controllers.
Due to the Covid19 outbreak the Icelandic Transport Authority has issued a general decision extending ratings, certificates, training and medical certificates and reports which, as a direct consequence of the coronavirus, cannot be revalidated in accordance with the applicable requirements.
Subject to fulfilling the applicable mitigating conditions as specified in the Exemption notification , with regard to licences, ratings, endorsements, certificates and attestations issued by the Icelandic Transport Authority, including associated medical certificates and reports, all of the following shall apply:
(a) Part-FCL: Licences, ratings, certificates and attestations
Provided that the regular validity period of a rating or a certificate expires before 31 July 2020: class ratings, type ratings and instrument ratings endorsed in Part-FCL commercial pilot licences (CPL, MPL, ATPL) for operating aircraft representing those classes and types within an organisation for which Annex III (Part-ORO) to Regulation (EU) No 965/2012 is applicable can be extended for 4 months.
Administrative procedures: Upon successful completion of the refresher training and the assessment as laid out in the exemption notification, the new expiry date of the relevant rating shall be endorsed in the licence of the pilot, by an examiner nominated by the operator.
No need for a notification to ICETRA.
(b) Part-MED: Class 1 medical certificates
Provided that the regular validity period of a certificate expires before 31 July 2020 and the certificate is without limitations, except visual ones, the certificate is extended by 4 months.
Administrative procedures: The certificate validity period is extended. No need for a notification to ICETRA. If necessary a new certificate can be issued by your AME (please contact the AME directly).
(c) Part-FCL instructor and examiner certificates the holders of which are involved in training and checking of holders of the class and type ratings specified in point (a) above
Provided that the regular validity period of a rating or certificate expires before 31 July 2020 the certificate is extended until the end of the application of the Exemption (24/11/2020).
Administrative procedures: The new expiry date of the relevant instructor rating shall be endorsed in the licence of the pilot, by an examiner nominated by the operator.
The new expiry date of the relevant examiner certificate shall be endorsed in the examiner authorization by a senior examiner. A notification shall be sent to fcl@icetra.is.
(d) language proficiency endorsements
Provided that the regular validity period of the endorsement expires before 31 July 2020 the endorsement can be extended until the end of the application of the Exemption (24/11/2020).
Administrative procedures: The new expiry date of the language proficiency endorsement, shall be endorsed in the licence of the pilot, by examiner nominated by the operator. No need for a notification to ICETRA.
(e) medical reports of cabin crew
Provided that the regular validity period of the medical report expires before 31 July 2020 the endorsement is extended until the end of the application of the Exemption (24/11/2020).
Administrative procedures: The medical report validity period is extended. No need for a notification to ICETRA. If necessary a new medical report can be issued by your OHMP or AME (please contact the OHMP or AME directly).
(f) Part-ATCO.MED: Class 3 medical certificates
Provided that the regular validity period of a certificate expires before 31 July 2020 and the certificate is without limitations, except visual ones, the certificate can be extended by 4 months.
Administrative procedures: A new certificate can be issued by your AME (please contact the AME directly).
